HOA General Request

The HOA Board and committee members are all volunteers who live in the community and have agreed to give their own time and resources for the well being of the neighborhood.   Also, every lot owner is also a vital part of the association!  With this in mind, instant approvals and communications will not always be possible.   The volunteers on the Board and committee have agreed to work within the structure set forth in the Planned Community Document- and ask that you please be familiar with the entire package of documents which is available on this site at the link in the top menu.

It is important to understand that the HOA exists under the cognizance of Pennsylvania State statutes regarding "Planned Communities". The HOA is governed by and is formed in compliance with the requirements of Section 5402(a)(13) of the Pennsylvania Planned Community Act, 68 Pa.C.S. § 5402(a)(13).  The purpose of the HOA is NOT to arbitrarily restrict what can or cannot, or what should or should not happen here- the purpose is to serve as a representative body for the community as a whole.   If you encounter a situation which you feel should be brought to the attention of the HOA Board volunteers and/or the property management company, please call 717-843-2869, or email pm@c21.com.  Please carefully review the current HOA Declaration and Bylaws, and approved regulations - available at the links at the top of this page, and feel free to submit a request if anything is unclear.     Please use the contact information above If you have a concern regarding an HOA rule, as referenced in the Declaration and Bylaws Article IX, 9.01;  Uses, Purposes, and Restrictions (series) or HOA membership voted/approved rules.  The HOA is only able to address issues directly connected to a published rule.

Every member of the community desires a peaceful, respectful, safe, and clean neighborhood to call home. Almost all misunderstandings can be resolved with a friendly conversation between neighbors, and no other outside involvement.   We're all in it together and we all want Morgan's Crossing to be the best neighborhood there is!
